Project History

Localising Hands On in Asia project is designed for a two year period, from December 2003 to December 2005. Here are the key milestones of this regional project.

In Laos, the versioned programmes are distributed in various formats (VHS, VCD) to schools, universities, community groups and media organisations.

 

In Nepal, Nepali versioned VCDs are distributed to over 100 organisations and individuals who will be using the programmes as reference material in training workshops, awareness seminars, public libraries, etc.

 

In India, Hands On VCDs versioned into Hindi, Malayalam and Telugu have been distributed to various government agencies, NGOs and media institutions.

 

In Cambodia, a total of 525 VCDs have been distributed to many organisations which provide awareness and education to the communities.

 

In Laos, the Hands On Lao series is being broadcast weekly in 5 provincial TV channels during peak hours.

 

In Nepal, the programmes are being broadcast every Tuesday at 6.55 p.m. and every Thursday at 12.00 p.m., through the “Aankhijhyal” weekly magazine programme on Nepal Television.

 

In Cambodia, Hands On Khmer series is being broadcast for a few months on CTN (the most popular TV channel in Cambodia) every Monday night at 10.00 p.m. and rebroadcast on Wednesdays at 3.00 p.m.

 

June 2005
In Nepal, the National Launch is conducted at the NEFEJ Secretariat in Kathmandu on World Environment Day.

In Laos, Hands On is launched at a Film Festival, jointly organised by PADETC, the Ministry of Education and the Ministry of Information and Culture, held at Lao ITEC, Vientiane.

In India, the Telugu version of 10 Hands On programmes is launched and screened on 3 June 2005 at a meeting of the Technical Resource Group (TRG) for Andhra Pradesh District Poverty Initiatives Project (APDPIP) in Hyderabad.

 

May 2005
In India, the Malayalam version of the Hands On programmes is launched at Thiruvanantapuram, Kerala, Southern India, in collaboration with Centre for Development of Imaging Technology (C-DIT).

 

March 2005
In India, the Hindi version of the Hands On programmes is launched at Raipur, in Chhattisgarh, Central India in an event organized by CEE’s Chhattisgarh state office in collaboration with ‘Jandarshan’, a local media centre in Raipur.

Also in India, a Travelling Film Festival is held at Jagdalpur and Kondagaon in the state of Chhattisgarh.

 

January 2005
In India, the versioned programmes are nationally launched during the International Conference ‘Education for a Sustainable Future’, organized by CEE, in Ahmedabad, to mark the beginning of the United Nations Decade of Education for Sustainable Development (2005 – 2014)

 

December 2004
In Cambodia, field testing conducted in Khandal & Tonley Bathy Takeo provinces.

In Laos, field testing carried out at Lao National Culture Hall and at PADETC.

 

October 2004
In Nepal, field testing carried out at Tribhuwan University, Kirtipur, NEFEJ Secretariat and at Badi Khel village.

 

September 2004
In Laos, field testing carried out among farmers at Viengkeaw village.

 

May 2004
The partner organisations begin the translation of scripts, as the first step in versioning their selected Hands On programmes into their local language.

 

April 2004
TVE Asia Pacific begins the duplication and despatch of the selected Hands On programmes, based on the final list sent by each partner organisation.

In India, a wide-ranging, participatory consultation carried out to select the Hands On stories to be versioned.

 

March 2004
National Advisory Committees are established in each participating country. The National Coordinators, together with their respective Advisory Committees, view the short-listed stories and begin selecting 50 from among them to be language versioned and distributed under the Project.

 

February 2004
The first planning meeting of the project is held in Colombo, Sri Lanka, from 24 - 25 February 2004. National project coordinators from Cambodia, India, Nepal and Lao PDR, as well as a colleague from TVE Japan, the producer of the Hands On series and TVE Asia Pacific staff participate at the meeting.

 

January 2004
Detailed discussions on project implementation carried out and memoranda of agreement and licensing agreements are exchanged with partner organisations.

 

December 2003
The project agreement is negotiated and finalised, and it is signed in January 2004.
